Letter to PM Carney Urging Stronger Government Action Now to Stop the Genocide
On September 25th, UNJPPI wrote a letter to Prime Minister Carney with the subject “Urging Canadian Government – Take Action to Help Stop Gaza Genocide!”

…That there is a genocide underway in Gaza can no longer be doubted. This has been documented by numerous reports with extensive supporting evidence. The urgency for action is reflected in the increasing pace at which these reports are being produced …
…The Commission’s report is also helpful in its summary of the legal direction provided by previous International Court of Justice (‘ICJ’) decisions as to the legal obligations on countries to respond to a genocide and as to when those obligations crystalize. The Commission states that all States have had notice of a serious risk of genocide ever since the first provisional measures order made by the ICJ in the South Africa v. Israel case. At that point, the duty to prevent genocide was triggered “due to the actual or constructive knowledge of the immediate plausibility that genocide was being or was about to be committed.”
The Commission references the ICJ judgment in Barcelona Traction for stating all States have an obligation to prevent and punish genocide wherever and whenever it occurs or may occur ……We also urge that Canada support the Uniting for Peace (‘U4P’) resolution when it is voted on in the UNGA. The U4P mechanism was first used in 1950 when the veto of one Security Council prevented the Security Council from taking effective action. With a Security Council veto again preventing action to end the Gaza genocide, it has again become essential that the U4P process be used.
We were relieved to hear Ambassador Bob Rae in a September 22nd interview with Matt Galloway on the CBC’s The Current state that what is happening in Gaza has to stop; that Canada’s obligation is to do everything in its power to make sure it stops; and that every possible step is being considered. Canada obviously recognizes the urgency. Please do not hold back from these recommended actions if Israel does not immediately end its assault on Gaza.”
